Tree Removal in Hornsby: Council Rules and Permits

Hornsby Shire protects trees and surrounding vegetation. A rule for one tree does not necessarily authorise clearing the bushland around it.

Tree and vegetation controls

Hornsby's tree and vegetation DCP provisions (opens in new tab) protect trees except specified exemptions, with additional protection for heritage land. The definition includes woody plants capable of exceeding 3 metres, so present height is not the only consideration.

The DCP describes limited pruning of less than 10% of foliage, no more than annually and in accordance with AS 4373. Building-proximity exemptions have defined measurements and exclusions; biodiversity, habitat, heritage and retention conditions can prevent their use.

A dead tree is not automatically exempt

Council must confirm in writing that the tree is dead and not needed as native-fauna habitat, supported by photographs. Imminent-risk provisions also require the specified written evidence. The DCP defines consulting arborist work at AQF Level 5.

Apply through the right pathway

Use Hornsby's private-tree guidance (opens in new tab) and its Tree Prune/Removal Decision Tool for the application pathway. Work associated with development is assessed with that development. Tree-protection zones also matter when excavation or changed ground levels are proposed.

Prepare tree locations, photographs, reasons and property-owner consent; tenants cannot sign on the owner's behalf. Approved removal generally requires an indigenous replacement tree with a similar growth habit under Council's Green Offsets Code. Read the specific conditions before choosing or planting a replacement. Arrange an independent report if required; AA's tree-work quote is not that assessment.

Pruning, removal or a separate stump job?

For an overgrown canopy, identify the clearance or spread that needs addressing. Pruning retains the tree; removal takes down the standing structure. Stump grinding then reduces the stump, leaving roots beyond the grinding area underground.
