Tree Removal in Blacktown: Council Rules and Permits

In Blacktown, separate private tree maintenance from removal associated with a building project. The application pathway depends on the proposed work and the property's controls.

Protected trees and special sites

Blacktown's private-tree guidance (opens in new tab) covers trees over 3 metres high or with a trunk diameter over 200mm. Council's page measures the trunk 1 metre above ground, while its development control plan (Part A, in force from 1 February 2026) measures it at 1.4 metres, so ask Council if a tree is close to the line. Heritage, biodiversity and significant-tree protections need separate checking.

Development-related removal is not automatically authorised through a routine private-tree request. Check the approved plans and any tree-retention conditions before clearing a building footprint.

Dead, dying or dangerous trees

For a dead-tree exemption, retain photographs establishing that the tree has no living tissue and does not provide hollows or habitat. A dying tree must be in advanced, inevitable decline, not simply have limited damage or seasonal leaf loss. For the dying-tree exemption, retain a report with photographs or other documented evidence from a consulting arborist with at least AQF Level 5. Habitat and environmental controls still matter. Arrange this independent evidence separately from AA’s physical tree work.

Dangerous-tree claims require the specified AQF Level 5 declaration and retained evidence. A hanging limb or a changed lean is a reason to keep clear and seek assessment, not to make your own permission decision.

Applying for pruning or removal

Use Council's private-land tree application form (opens in new tab). Identify the trees, owners, proposed work and reasons. Include photographs, location information and supporting documents required for the property.

Council's page says it cannot issue an ordinary tree permit for heritage-listed properties, heritage conservation areas, biodiversity conservation areas or trees on its Register of Significant Trees. Its development control plan allows a tree work permit for minor work on some of these, while removal or major pruning needs a development application. Check with Council before planning work on any of them. Arrange any required independent assessment separately from AA's physical tree work.

Can pruning address the problem?

For roof or path clearance, selective pruning may retain useful canopy while addressing particular branches. Where removal is suitable and permitted, access determines whether sections can be lowered or need mechanical lifting. Neither method changes the approval requirement.
