Length and width: both affect the cutting area and the material produced. A broad screen can be harder to reach across than a narrow hedge of the same height.
What is being cut: soft recent growth is different from thick woody branches. The species and condition limit how far the hedge can be reduced.
Surroundings: pools, roofs, planting beds and fences affect branch handling and collection. Neighbour access must be agreed where needed.

Can every hedge be cut back hard?
No. Some plants do not regrow reliably from old bare wood. A trim cannot guarantee that an already sparse screen will become dense again. Keep enough healthy growth for the species and consider staged work or another approach where a severe reduction is unsuitable.
